PCC issues important advice for victims and survivors of domestic abuse

Police and Crime Commissioner Rupert Matthews is appealing for victims of domestic abuse who use a hidden mobile phone to opt out of a national Emergency Alerts test to maintain their safety.

All compatible 4G and 5G mobile phones and tablets will receive a loud, siren-like alert and vibration lasting 10 seconds at 3pm on Sunday 7th September 2025.

This will be accompanied by a message clearly stating that this is a test and that no action is required.

Even if the device is set to silent mode or low volume, the alert will still sound as this is an important feature of the system and is designed to ensure people receive warnings in real emergencies.

Devices also do not need to be connected to Wi-Fi or mobile data to receive the alert.

The test is designed to ensure the Government’s Emergency Alert system is working properly and can effectively deliver warnings when there is a danger to life including severe weather events such as storms and flooding.

Since the first national test in April 2023, the system has sent five real alerts during major storms when lives were genuinely at risk. 

However, the test could inadvertently compromise the safety of people experiencing domestic abuse who have access to a hidden phone.

The PCC is therefore urging victims to disable the alert system on their device before the test by following the guidance at: https://www.gov.uk/alerts/opting-out.

Rupert Matthews said: “The Emergency Alerts system is a vital tool for keeping communities safe and must be tested to ensure it works effectively when it is needed most.

“However, for anyone keeping a secret phone or tablet hidden from an abusive partner, the alert could unintentionally expose the device and endanger their lives.

“Fortunately, by taking a few simple steps, it is possible disable the alert system and ensure that the device will not receive the alarm, and I would urge all victims and survivors to ensure this action is taken prior to the test.”
