Technical information about this website’s accessibility:

The Office of the Police and Crime Commissioner for Leicestershire is committed to making its website accessible, in accordance with the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018.

Compliance status:

This website is partially compliant with the Web Content Accessibility Guidelines version 2.1 AA standard, due to the non-compliances listed below.

  • Non-accessible content
  • Non-compliance with the accessibility regulations

The content listed below is non-accessible for the following reasons:

  1. Some images do not have a text alternative, so people using a screen reader cannot access this information. This does not meet WCAG 2.0 success criterion 1.1.1 Non-text Content.

We plan to add text alternatives for all images by 31st May 2021.  When we publish new content we’ll make sure our use of images meets accessibility standards.

  2. There is an organization chart on our website that is reasonably complex and no accessible alternative has been provided. This can mean screen reader users may miss out on important information that is being presented. This fails WCAG 2.0 success criterion 1.1.1 Non-text content.

We plan to fix this issue by 31st May 2021. If we publish new complex images or diagrams we’ll make sure there is an accessible alternative required.

  3. Our two videos “You have a voice Leicestershire” and “It is more than just a job” are missing accessible text. This can make it difficult for people using assistive technology to identify these videos. This fails WCAG 2.0 success criterion 1.1.1 Non-text content.

We plan to add accessible text to this video by 31st May 2021. In future, when we publish new videos we will make sure they are easily identified by accessible text.

  4. Some pages have skipped heading levels and have empty headings. This can make it difficult for people using a screen reader to navigate around a page. This fails WCAG 2.1 success criterion 1.3.1 Info and Relationships and 2.4.1 Bypass Blocks.

We plan to fix this issue by 31st May 2021. When we publish new content we’ll make sure to structure our web pages so they meet accessibility standards.

  5. There are tables presented on our website that have empty header cells. When tables haven’t been marked up correctly for accessibility it can make it difficult for a person who uses a screen reader to understand what is being presented. This fails WCAG 2.0 success criterion 1.3.1 Info and Relationships.

We plan to fix this issue by 31st May 2021. When we publish new content we’ll make sure our tables are designed and coded so they meet accessibility standards.

  6. Some labels for input fields on our online forms need improvement. The label description could be made clearer so that screen reader users can understand what they should input into a field. This does not meet WCAG 2.0 success criterion 1.1.1 Non-text content, 1.3.1 Info and Relationships and 4.1.2 Name, Role, Value.

We plan to fix these issues by 31st May 2021. When we publish new content we’ll make sure our forms are designed and coded so they meet accessibility standards.

  7. Some text on our website does not have sufficient contrast against the background and our text links need to be more visually distinct against the surrounding body copy. This can make it difficult to read for people with low vision or visual impairments. This does not meet WCAG 2.0 success criterion 1.4.1 Use of Colour and 1.4.3 Contrast (Minimum).

We plan to adjust the colour of our text or backgrounds by 31st May 2021 to ensure there is a sufficient contrast ratio between the two.

  8. Some parts of our website are difficult to read when a user adjusts the text to 200% of its current text size. Some text overlays other text and some becomes cut off. This can make it difficult for users with low vision or visual impairments who need to scale content in order to read it. This does not meet WCAG 2.0 success criterion 1.4.4 Resize Text.

We plan to fix this by 31st May 2021 to ensure users can read and access all content with text adjusted to 200%.

  9. Some parts of our website are difficult to read when a user adjusts the text spacing, character spacing and line height. Some text overlays other text and some becomes cut off. This can make it difficult for users who may apply their own settings in order to effectively read text. This fails WCAG 2.0 success criterion 1.4.12 Text Spacing.

We plan to fix this issue by 31st May 2021 to ensure users who apply their own settings are able to read and access all content.

  10. The dropdown navigation cannot be dismissed by keyboard alone. This can be difficult for keyboard only users as some of the dropdown elements obscure other content on the page. This does not meet WCAG 2.1 success criterion 1.4.13 Content on Hover or Focus

We plan to fix this issue by 31st May 2021 to ensure keyboard users are able to dismiss the dropdown navigation.

  11. The dropdown items in the Global Navigation cannot be accessed using the keyboard alone. This means that some content on our website will not be accessible to keyboard only users. This does not meet WCAG 2.0 success criterion 2.1.1 Keyboard

We plan to fix this issue by 31st May 2021 to ensure keyboard users are able to access and interact with all content on our website.

  12. The headline ticker on our website continuously moves with no controls available to pause, stop, or hide it. This can be very distracting for some people who have cognitive issues and for those who have trouble tracking movements on page. This fails WCAG 2.0 success criterion 2.2.2 Pause, Stop, Hide.

We plan to fix this issue by 31st May 2021 to ensure users are able to stop the carousel movement if they wish.

  13. Our website currently does not contain landmarks or have a skip link that allows users to navigate easily to the main content. This can make navigating through our website more time consuming for keyboard users and users of assistive technology. This fails WCAG 2.0 success criterion 2.4.1 Bypass Blocks.

We plan to fix this issue by 31st May 2021 to ensure keyboard users and users of assistive technology are able to navigate our website easier.

  14. Some of our text links are not easy understood without further context. This can make navigating our website difficult for screen reader users where the purpose of a link is not clear. This fails WCAG 2.0 success criterion 2.4.4 Link Purpose.

We plan to fix this issue by 31st May 2021. When we publish new content we’ll make sure the purpose of text links we include are clear.

  15. Some of our webpages contain adjacent links that navigate to the same place. This can make navigating our website more time consuming for keyboard users. This fails WCAG 2.0 success criterion 2.4.4 Link Purpose.

We plan to fix this issue by 31st May 2021. When we publish new content we’ll make sure that redundant links are not present.

  16. Sometimes the visual focus indicator disappears on our website as keyboard users tab through content. This can make it difficult for sighted keyboard users to recognize their location on a page. This does not meet WCAG 2.0 success criterion 2.4.7.

We plan to fix this issue by 31st May 2021 to ensure the focus indicator is visible for all interactive elements on our website.

  17. The error validation on our forms needs improvement. Currently screen reader users won’t be alerted to any errors present in the form they are filling in. This can make filling in a form for screen reader users difficult as they won’t know if there is an issue present that they need to fix. This does not meet WCAG 2.0 success criterion 3.3.1 Error Identification, 3.3.3 Error Suggestion & 4.1.3 Status Messages

We plan to fix this issue by 31st May 2021 so screen reader users are made aware when errors are present in the forms they are completing.

Content that’s not within the scope of the accessibility regulations:

PDFs and other documents

Some of our PDFs and Word documents are essential to providing our services. For example, we have PDFs with information on how users can access our services, and forms published as Word documents.

  • By 31st May 2021, we plan to either fix these or replace them with accessible HTML pages.
  • The accessibility regulations do not require us to fix PDFs or other documents published before 23 September 2018 if they’re not essential to providing our services.
  • Any new PDFs or Word documents we publish will meet accessibility standards.
