Funding for domestic abuse and sexual violence support
Organisations who support victims of domestic abuse and sexual violence across Leicestershire are being invited to apply for funding from the Police and Crime Commissioner through funding made available from the Ministry of Justice (MOJ).
The MOJ have allocated an additional £302,209 (£219,244 for domestic abuse and £82,965 for sexual violence) to the Police and Crime Commissioner for Leicestershire to support victims of domestic abuse and sexual violence across Leicester, Leicestershire and Rutland. There is also the opportunity for the PCC, in conjunction with local services, to bid for additional monies from the MOJ who are providing an additional £12m pot of funding for Independent Sexual Violence Advisors (ISVAs) and Independent Domestic Abuse Advisors (IDVAs) this financial year. IDVA/ISVA funding is being made available to the PCC for two years until the end of March 2023. We are inviting experienced organisations to submit to ourselves EOI’s for the initial years funding. Local awarding of the second years funding will need to be mindful of the wider SV/DA re-procurement work currently being undertaken and our submission to the MoJ shall take account of this forthcoming procurement process.
Organisations can apply for grants from the following funding streams (see further down on how to apply for funding):
- Sexual Violence Services
- Domestic Abuse Support Services
- Funding for Independent Sexual Violence Advisors and Independent Domestic Abuse Advisors
The deadline for applications to the PCC is 8am Monday 22nd February 2021 and organisations are being urged to apply as soon as possible.
The OPCC will be hosting two MS Teams calls which will be held on 16th and 18th February 2021 for organisations interested in applying but seeking further information.

Domestic Abuse Funding Conditions
To be eligible for domestic abuse specific funding, the organisation must provide tailored support to female and/or male victims who have experienced domestic abuse at any point in their life. This includes adults and children. The funding can be used to support existing clients as well as new referrals.
Domestic abuse support services could include, but are not limited to:
- IDVAs
- CHIDVAs
- Family court support
- Face to face or remote counselling for individuals and/or their families, or
- Support for particular groups such as BAME/ Disabled/ LGBT/male victims
Sexual Violence Funding Conditions
To be eligible for sexual violence specific funding, the organisation must provide tailored support to female and/or male victims who have experienced rape or sexual abuse at any point in their life. This includes adults and children. The funding can be used to support existing clients as well as new referrals.
Sexual violence support services could include, but are not limited to:
- ISVAs
- CHISVAs
- Court support
- Face to face or remote counselling for individuals and/or their families, or
- Support for particular groups such as BAME/ Disabled/ LGBT/ male victims
The National ISVA and IDVA Fund
The National ISVA and IDVA Fund will be distributed through Expressions of Interest (EOI). The template for the EOI is available below.
Scope of the Funding (Eligibility)
The purpose of the Fund is to increase advocacy support for victims and survivors of sexual violence (SV) and domestic abuse (DA) across England and Wales, including children. While the MOJ expect this to focus predominantly on increasing the number of ISVAs and IDVAs across local areas to expand service capacity in response to the pandemic, we are also interested in receiving EOIs for innovative models of advocacy support for these groups of victims.
There is also an expectation that PCCs will include how they will work to support children and young people - to better support young people affected by crime and to minimise the negative impact this can have on their futures and the MOJ expect to see a minimum of one bid from each PCC area for a child and young person ISVA or IDVA.
We expect to see EOIs for services that:
- offer tailored support for under-represented survivors and those with protected characteristics
- propose innovative advocacy models as well as for established roles such as IDVAs and ISVAs, for both adults and children
- adopt hybrid models supporting both DA and SV victims, as well as violence against women and girls (VAWG) advocates and advisers, provided they will be supporting victims of SV and/or DA.
Specific roles eligible for this fund include:
- ISVAs And ISVA Managers (provided these managers have an active caseload of victims)
- IDVAs And IDVA Managers (provided these managers have an active caseload of victims)
- Child specialist ISVAs and IDVAs
Monitoring
Recipients will be asked to complete and submit a monitoring report as requested by the MOJ

We need to respond back to the MOJ with final funding request amounts by 3rd March 2021,
we are therefore asking that you submit your funding application to us by 08.00hrs on 22nd February 2021 at the very latest,
applications received after this date will not be considered
Bid assessment and approval process
The completed will be used to assess bids. In addition to this we shall take into account the needs of the locality, the latest available data and ever changing drivers to consider and make decisions on the totality of the bids submitted.
We will inform you by 1st March 2021 if your bid has been submitted to the MOJ (for further MOJ approval) and we will be able to let you know by 16th March 2021 if your bid has been finally approved. We ask that successful recipients do not commit any of the money until we have had final confirmation from the MOJ.
