This was the first Police and Crime Plan for Police and Crime Commissioner, Rupert Matthews. "My primary responsibility is to hold the Chief Constable and the Force to account for delivering the policing aspects of this Police and Crime Plan and to ensure they are answerable to our communities. My own Office of the Police and Crime Commissioner (OPCC) will deliver other parts of this Plan. "I was elected on a clear manifesto to build on the work of my two predecessors as Police and Crime Commissioner to create a modern, dynamic and effective police force and related services. That is what I intend to do. This plan shows how I am going to put into action the manifesto which was produced on the election campaign trail, and which has now been endorsed by the voting public of Leicester, Leicestershire and Rutland". |

Over 50 organisations from across the community landscape signed a pledge in support of Lord Willy Bach's Police and Crime Plan as it was unveiled at a launch held at the Salvation Army in Leicester on Thursday 23 March 2017. Among a series of priority areas on which PCC intends to focus are those which impact on vulnerable members of society. These include alcohol and drug-related crime, Child Sexual Exploitation (CSE), domestic violence and abuse, hate crime, human trafficking, mental health, missing from home individuals and sexual violence.

The first Police and Crime Commissioner for Leicester, Leicestershire and Rutland, Sir Clive Loader, sought the views of the public and partner organisations to deliver a revised version of his Police and Crime Plan for the period of the Police and Crime Plan, 2013 to 2017. The previous version of the Plan was published in March 2013. Download the previous version here. During the revision of the Plan, Sir Clive committed to an extensive schedule of meetings with partners, communities and diverse groups from across Leicester, Leicestershire and Rutland. The views, experiences and priorities sought through those consultations have informed the content of the Plan through the following stages:
