Out of Court Resolutions
The Out of Court Resolution service will deliver a single, unified model supporting a wide range of offence types and cohorts. This includes adult females (including a domestic abuse intervention), young males aged 18–25, and male domestic abuse perpetrators alongside new areas such as hate crime and assaults on emergency workers.
The service is designed for adult perpetrators subject to an Out of Court Resolution (OOCR) who live in, and have committed an offence within, Leicester, Leicestershire and Rutland (LLR).
OOCRs allow the police to respond to low‑level and first‑time offences without court proceedings, providing a swift, proportionate and restorative approach to justice.
The service provider will deliver tailored interventions that focus on:
New Dawn New Day provides practical, emotional, and therapeutic support to women who are considered vulnerable and have multiple complex needs.
Their services include one-to-one support, group programmes, education and pathways into employment, activities promoting mental health and wellbeing, and peer support through a facilitated women’s group.
The Office of the Police and Crime Commissioner commissions a specialist Criminal Justice IDVA (Independent Domestic Violence Advisor).
The Pathfinder Initiative provides an intensive one-week program designed to help young people aged 15–17 develop the essential driving skills, attitudes, and understanding needed to become safe and responsible drivers.
What makes Pathfinder unique is its focus on involving guardians in the learning process, with sessions taking place in the guardian’s own car within a safe and secure environment. This approach not only builds driving competence but also fosters trust, confidence, and shared understanding between students and their guardian.
The Office of the Police and Crime Commissioner commissions Catch 22’s Victim First service to provide ongoing support for victims throughout their criminal justice journey and beyond.
Victim First offers free, confidential assistance to victims and witnesses of all crime types (excluding certain domestic abuse cases and serious sexual offences), and individuals can access this support even if they have not reported the crime to the police.
The service provides emotional support from trained caseworkers, tailored information and advice, access to specialist services, practical crime prevention measures, and the option of Restorative Justice - a voluntary process to help address harm caused. Victim First is committed to ensuring that every person feels supported, informed, and empowered at every stage.
The Office of the Police and Crime Commissioner commissions Juniper Lodge, a Sexual Assault Referral Centre (SARC) that provides free and discreet support to anyone aged 18 and over, regardless of gender, who has experienced sexual assault.
Services include medical care, emotional support, assistance with reporting to the police if desired, and referrals to specialist organisations for further help.
Support is available for individuals (both victims and perpetrators) who are currently experiencing or have previously experienced domestic violence, rape, or sexual assault.
Services include a listening ear, information and advice (such as legal guidance and housing options), decision-making support, workshops, safety planning, and specialist assistance.
The Office of the Police and Crime Commissioner commissions a range of services, including Freeva’s helpline and engagement services, sexual violence and abuse support, and the Jenkins Centre.
Living Without Abuse offers information and advice to anyone experiencing domestic abuse or sexual violence.
They are committed to raising awareness, preventing and eradicating abuse, and empowering those affected to take control of their lives. The Office of Police and Crime Commissioner commission a range of services including Project 360, IDVAs (Independent Domestic Violence Advisors), and ISVAs (Independent Sexual Violence Advisors).
Hope after Harm’s Family Matters team offers confidential, impartial one-to-one support for families and friends affected when someone is under investigation, arrested, or sentenced for internet offences involving indecent images of children or sexual communication with children.
They provide emotional support, practical advice, signposting, and compassionate understanding.
The Office of the Police and Crime Commissioner commissions Turning Point to deliver early intervention and specialist support for individuals affected by substance misuse.
Turning Point provides services for all types of alcohol and drug use, offering practical help, treatment options, and pathways to recovery. Commissioned projects include the Specialist Substance Misuse Service, the Out of Court Resolution (OOCR) initiative, and PAVE (Proactive Vulnerability Engagement Team), all aimed at reducing harm and supporting positive change.
The Office of the Police and Crime Commissioner commissions a range of specialist services to provide early intervention and support across key areas of vulnerability and harm.
In addition to these commissioned projects, we also contribute to the running of other vital services and partnerships, including the Suicide Prevention Service, Youth Offending Service (YOS), Think Family, Supporting Leicester Families, Changing Lives, Crimestoppers, MARAC Manager, and the Victim Pathway Team.
