High Cost Intervention
Youth Empowerment and Culture Change programmes aim to shift social norms and empower young people to challenge harmful behaviours, attitudes, and violence.
Delivered in schools, these programmes use peer mentoring and bystander intervention models to promote leadership, empathy, and proactive responses to bullying, harassment, and gender-based violence.
Staff Training & Coordination: £80,000-£150,000
Programme Materials & Resources: £20,000-£40,000
School Staff Time & Facilitation: £60,000-£120,000

These programmes show promising results in changing attitudes and increasing proactive behaviour among young people. Studies have shown significant improve in knowledge & attitudes towards violence, and willingness to intervene.
In Scotland, when rolled out, staff reported increased pupil disclosures of safety concerns, enabling earlier intevention. Youth-led programs shown strong engagement, with over 5,000 people contributing to violence prevention proposals via PAC (WHAT IS PAC?).
